Suggested individual state party organization:
I. The State Executive Committee: Consisting of a state committeeman and a state committeewoman from each county party in each state, plus any members of the state Executive Board who are not state committeemen or state committeewomen, with each member having one vote, and who shall be responsible for setting party policy, making decisions, and intitiating any actions undertaken by the state party.
II. The State Chairperson: Shall be the spokesperson for the committee, and shall have the responsibility of carrying out the policies and actions decided upon by the committee.
III. The Executive Board: Shall assist the chairperson in carrying out their responsibilities. The board will consist of the elected and appointed officers of the committee and the chairperson of the standing sub-committees who will act as the chairpersons staff; and district chairpersons, each responsible for the counties, who will act as an administrative, or command, echelon between the chairperson and the county chairperson. Jurisdiction of the boardshall include: ways and means of carrying out the decisions of the committee, making recommendations to the committee for its approval; initiating actions of an emergency nature when it is impractical to assemble the committee for a decision, such action to be approved by the committee at its next meeting after the action. Each member of the board shall be entitled to one voteat meetings of the board.
The elected officers of the committee shall be the chairperson, vicechairpersons, secretary, treasurer, and the apponted officers will be the chaplain, parliamentarian and sergeant-at-arms. Basic duties of these officers shall be stated in the bylaws. The finance officer will be considered as chairman of the finance sub-committee, a standing committee, and therefore will be a member of the board.
The national committee persons and their alternates shall be ex-officio members of the board with the same privileges and responsibilities as the other board members. The duties of these members of the national central committee and their alternates should be specified in the by-laws. These duties should include expressing the will and vote of the committee at the national central committee meetings and acting as advisors to the chairman and the board on affairs at the national level. It should be the responsibility of each of these officers to keep themselves informed on all aspects of the state party and its activities so they may properly respresent the position of the state party at the national level.
State District Chairperson: In order to provide an effective administrative control between the chairman and the county chairpersons it would be advisable to establish districts with the chairpersons of each district as a member of the board. The chairpersons of these districts be elected by the state executive committee members from said district, and in the event there are no committee members from said district, they may be appointed pro-tem by the chairperson, with the approval of the committee.
Functions of the District Chairperson: The district chairperson should be the agent of the chairperson in their particular, with all the responsibility and authority that the chairman would have if he were performing the duties themselves. In practice, once the chairperson has determined a course of action, they need only transmit the order to the district chairperson, who will then relay the orders on to their county chairperson who have the organization and people to carry out the actual work.
The district chairperson will have the responsibility of organizing the county parties in their districts and then assisting them to grow in membership and effectiveness. As an agent of the chairperson, the district chairperson will have available the services of the various officers and committees of the board where their specialties may be needed in their work.
Besides being the voice of the chairperson in their district, the district chairperson should also be the eyes and ears of the chairperson and the board. They should continuously report back to the officers and the sub-committee chairpersons the success and effectiveness of various procedures on the county level to that those responsible may improve their procedures and recommendations. Also, where questions of policy, or new activities, are in order, the district chairperson should submit resolutions to be considered by the committee.
It is suggested that each district chairperson should have an assistant. This could be a vice chairperson whom the district chairperson could appoint with the approval of the committee members in that district. The function of the vice chairperson would be to assist the district chairperson in their duties and to take the place of the district chairperson, including all of his authority and responsibility whenever the district chairperson is not available. Division of duties would be left up to the district chairperson, whether this would be by function, or by area, or a little of both.
The following standing sub-committees of the committee should be established, and the chairperson of each of these sub-committees would be a member of the board to act as an advisor to the chairperson on all matters within the jurisdiction of their committee:

4. Audit 8. Policy and Objectives
Functions of the Sub-Committees:
1. Membership: This committee will be responsible for the organization of new counties, and the recruiting and holding of new members. Besides methods and procudures of recruiting, this committee should be responsible for the master files on prospective members.
2. Finance: This committee will be responsible for preparation of the budget for the state party, and for providing ways and means of meeting the budget, for setting of guidelines for obtaining funds at all levels, and for providing guidelines for county budgeting and financing. Any activities involving the continuous handling of funds and items of value, e.g. the procuring, storage and distribution of educational and promotional materials, should be a function of this committee.
3. Communications: This committee shall be responsible for establishing systems which will provide dependable, effective, and timely flow of information with the state party, to the national party and its other affiliated state parties, to associated organizations, and to the general public. Systems should include provisions for the security of confidential information, message priorities, and emergency measures. All publicity going outside of the party organization should originate with, or be cleared by this committee. Communications procedures should be adaptable to activities other that political if an when such a need should arise.
4. Audit: The Audit Committee shall have the responsibility to establishing all procedures for the handling of, and accounting for, the funds and property of the state party. It shall perform all required audits of the state party accounts, and shall perform periodic and necessary inventories of state property, such as upon the election or appointment of a new responsible officer. Included in the fund handling systems will be procedures to be followed by the Treasurer in disbursing funds to outside agencies, and for the reimbursement of officers for expenses incurred in the performance of their party duties. The audit committee will also provide guidelines for county party accounting procedures.
5. Campaign and Legislative: This committee will be responsible for guiding the state party in all of its political activities. This committee will recommend to the chairperson which candidates and legislation the state party should support or oppose. It should be constantly on the alert for situations where it is possible to wield a balance of power in state and local politics. It shall plan and supervise all lobbying activities, petition drives, securing of ballot positions. It shall oversee, or approve, the drafting of all bills for presentation to legislative bodies.
6. Credentials: The object of the credentials committee is to assure that all activities of the state party are conducted by authorized persons in conformance wht the laws and statutes pertaining to these activities, and according to the state and national by-laws. The committee will publish pertinent instructions for state and county operations, keeping up to date. The committee will periodically check with the Secretary of State of their state, the Clerks of the Circuit Courts, and the County Elections Supervisors to assure that all provisions of the election code of their state and county parties and their officials are being met.
7. Strategy and Tactics: This committeewill be responsible for formularting plans, well in advance, to carry out the party objectives, and anticipating any needed changes in party organization or structure in order to carry out these plans.
8. Policy and Objectives: This committee will not only be responsible for the formulating of policy and objectives, but for the promulgation of these policies and objectives. It shall be responsible for suggesting policies and objectives to the state party for acceptance as official party policy, and then publishing these policies and objectives as they are approved. This committee should recommend educational materials and study programs which explain or reinforce our policies and objectives. It should reccommend procedures and conduct for use by our membership in selling our policies and objectives to others. This would include selling points,, answers to arguments, ptifalls to avoid, types of persons to approach and how each should be handled.
